This sound is similar to the Russian Woodpecker Pulse that was often heard on ham radio in the 70s and 80s. Supposedly the Woodpecker was shut down in the late 80s. HAARP (High Frequency Active Auroral Research Program) is an ionospheric research project funded by the U.S. Air Force, its official facility is located in Gakuna, Alaska. Because of the high secrecy surrounding the government HAARP program, many theories have risen trying to reveal its true nature.
